CIDCM Annual Lecture

Join the Center for International Development and Conflict Management for the Annual Lecture on U.S. Foreign Policy in a Changing World featuring Dr. Michael C. Horowitz, Director of Perry World House and the Richard Perry Professor at the University of Pennsylvania. An internationally recognized expert on military technology and innovation, Dr. Horowitz will discuss how artificial intelligence and autonomous weapon systems are transforming modern warfare and shaping U.S. defense strategy in an era of rapidly evolving global security challenges.

Horowitz's talk title is "From Anthropic to Iran: Artificial Intelligence, Autonomous Weapon Systems, and U.S. National Defense in an Era of Precise Mass."

Dr. Horowitz previously served in the U.S. Department of Defense from 2022–2024, including as Deputy Assistant Secretary of Defense for Force Development and Emerging Capabilities. He is also a Senior Fellow for Technology and Innovation at the Council on Foreign Relations.
