A new Brookings article by University of Maryland Department of Government and Politics Professors Shibley Telhami, the Anwar Sadat Professor for Peace and Development, and Stella Rouse shares why President Joe Biden's unpopularity didn't appear to negatively impact "the Democratic congressional ticket as much as predicted" during the 2022 midterm election. 

The professors' insights are derived from a University of Maryland Critical Issues Poll they conducted November 18-21, 2022.
